Williams was born in Shreveport, Louisiana, United States. He was the son of Richard Dove Williams, Sr. and his mother Julia Mae Metcalf, who raised their children in poverty for they were manual workers who were judged and discriminated against because of their color of skin. Unfortunately, his mother died in 1985. He was one of five children being the only sons, and his younger sisters are Pat, Barbara, Penny, and Faye.

When he relocated to California, he met Betty Johnson to whom he got married in 1965, and they got five children together three sons and two daughters; Sabrina, Richard III, Ronner, Reluss, and Renuka. They divorced in 1973. After the divorce, he married Oracene “Brandy” Price, who had other children from her previous marriages in 1979. They got married in 1980, and they were blessed with two biological daughters Venus and Serena, who were born in part of Los Angeles known as the neighborhood for African-American people. They lived in Compton, California, where they later divorced in 2002.
After the divorce, he raised public interest when he appeared with a new girlfriend, Lakeisha Juanita Graham, who owned a grocery store and was only a year older than his daughter Venus. They got married in 2010 and had a son. Their union also did not last for long, and they divorced in 2017.
