He was born on 3rd April 1948. He is the second born of five children of a government official and economist Raul Salinas Lozano and Margarita De Gortari De Salinas. His father served as President of Adolfo Lopez Mateo’s as the minister of commerce and industry.
On December 18, 1951, a tragedy happened when he was playing with his older brother and an eight-year-old friend they found a loaded rifle, one of them shot and killed Salinas family maid Manuela, and the incident was declared an accident; There parents were blamed by a judge for leaving a loaded weapon in reach of their children.
