Tracy was born on May 24, 1979, to Melanise Williford in Bartow, Florida. He was raised by his mother and his grandmother in Auburndale. He has played basketball since his youth in Auburndale High School and then at Mount Zion Christian Academy in North Carolina.

He was chosen by the Toronto Raptors in the NBA draft of 1997.
